A candidate may be a nominee of a registered political party or may nominate himself or herself or may, with the candidate’s consent, be nominated by a proposer. In relation to the Local Election, a proposer must be registered as a local government elector in the local electoral area of the local authority for which he or she proposes to nominate the candidate. In relation to the Limerick Mayoral Election, a proposer must be registered as a local government elector in Limerick City and County electoral area.

The period for receipt of nominations commences at 10:00 a.m. on Saturday, 11th May 2024 and ends at 12 noon on Saturday, 18th May 2024. Nominations will be received in the Corporate Headquarters, Merchant’s Quay, Limerick.

All Candidates for the Local Election and the Limerick Mayoral Election can make an appointment to submit a completed nomination form to the relevant Returning Officer during the nomination acceptance period by contacting Corporate Services at localelections2024@limerick.ie or 061557150.

Local Elections (Disclosure of Donations and Expenditure) Act 1999, as amended.

The Local Elections (Disclosure of Donations and Expenditure) Act 1999, as amended requires Designated Persons, National Agents and Candidates at the Local Elections held on 7th June, 2024 to submit to the local authority concerned, within 90 days following polling day of an election, a Statement in writing of all election expenses incurred by them.

NOTICE IS HEREBY GIVEN that Statements of Donations and Election Expenses at the Local Election held on 7th June, 2024 furnished by Candidates, Elected Members and Designated Persons, in accordance with the Act, are now available for inspection at the offices of Limerick City and County Council, Merchant’s Quay, Limerick, during normal office hours i.e. Monday to Friday 9:00 a.m. – 5:00 p.m. with effect from this notice or may be purchased on payment of a fee not exceeding the reasonable cost of copying.

Limerick Mayoral Election

The Guidelines for the Limerick Mayoral election in respect of the obligations of candidates, mayoral election agents, third parties and “other persons” have been published by the Standards in Public Office Commission (the “Standards Commission”) under section 4 of the Electoral Act 1997 (the “1997 Act” 1 ). These Guidelines contain references to relevant sections of the 1997 Act to assist candidates in cross-referencing the Guidelines with the relevant legislative provisions. All such references should be understood as referring to the provisions of the 1997 Act (as amended), and any references to the provisions of any other statutory enactment will specifically reference such other enactment.

The Guidelines are legally binding. However, where there is a discrepancy between the guidelines and the 1997 Act, the 1997 Act prevails.

These Guidelines cover the main requirements of the above legislation for candidates and mayoral election agents in the 2024 Limerick Mayoral election relating to:

  • disclosure of political donations;
  • limits on the value of donations which may be accepted;
  • prohibited donations;
  • limits on election spending;
  • reimbursement of election expenses to qualified candidates.

Candidates may wish to note that the Electoral Reform Act 2022 made various amendments to the 1997 Act, some of which are not yet commenced. As these Guidelines relate specifically to the 2024 Limerick Mayoral election, the Guidelines describe the law as currently commenced and do not refer to provisions yet to be commenced.

Candidates should also be aware of the provisions of the Local Government (Mayor of Limerick) and Miscellaneous Provisions Act 2024 (the “2024 Act”) in respect of any matters falling outside the scope of these Guidelines.

Local Elections

The Local Elections (Disclosure of Donations and Expenditure) Act 1999 provides for an expenditure and donations disclosure regime at local elections. These guidelines are concerned with the statutory obligations for candidates, national agents, designated persons and persons unconnected to a political party or candidate (third parties) at the forthcoming local elections and are issued pursuant to section 18(6) of the Act.

Spending limits, first introduced for the 2009 local elections, were revised by the Local Government Reform Act 2014. The limit depends on the population of the local electoral area, as follows:

Population and Candidate Spending Limit

  • Population in excess of 35,000: 13,000 Euro
  • Population between 18,001 and 35,000: 11,500 Euro
  • Population of 18,000 or less: 9,750 Euro

Candidates nominated by a political party are deemed to automatically allocate 10% of their spending limit to the party’s national agent. For example, a party candidate with a limit of 13,000 euro would be deemed to automatically allocate 1,300 euro for use by the party. Their effective limit would therefore be 11,700 euro. The 10% figure can be varied upwards or downwards by written agreement between the candidate and national agent.

Election spending incurred during a period before the election must be reported to the local authority concerned and must be below the specified limit. The Local Elections (Disclosure of Donations and Expenditure) Act 1999 (Period for Reckoning Election Expenses) Order 2019 provides that the spending period for the 2019 local elections will commence on 30 March 2019 and will end on polling day, 24 May 2019, inclusive.

Limerick Local Elections and Limerick Mayoral Election 2024 - Freephone Number

A Freephone Number (1800 83 20 73) is now available for members of the public, particularly visually impaired voters, to familiarise themselves with the candidates running in the Limerick Local Elections 2024 and in the Limerick Mayoral Election 2024.

This Freephone Number works in conjunction with a Local Elections Ballot Paper Template and a Limerick Mayoral Election Ballot Paper Template that will be available at all Polling Stations on polling day.

The message on the Freephone Number sets out the names of the candidates in each Local Electoral Area in the order in which they appear on the ballot paper, and the names of the candidates running in the Limerick Mayoral Election in the order in which they appear on the ballot paper.

The Freephone Number 1800 83 20 73 will be available up to close of polls, i.e. 10pm on Friday 7th June 2024.
