Local Infrastructure Housing Activation Fund (LIHAF)

The Local Infrastructure Housing Activation Fund (LIHAF) is a key element of Housing for All to unlock sites to deliver 1,900 housing units.

  • Mungret Road LIHAF

The objective is to provide public off-site infrastructure to relieve critical infrastructure blockages. This will enable the accelerated delivery of housing on key development sites in urban areas of high demand for housing.

Mungret

The Mungret LIHAF road is designed to unlock 59.6 hectares of land for development of which 27.1 hectares is owned by Limerick City and County Council. The development includes approximately 1,900 housing units, mixed use development at Mungret College, a new secondary school, development of Mungret GAA and Dooneen Athletics Clubs as well as a network of public spaces and safe walking and cycling routes.

The road includes pedestrian crossings, bus stops, bus lanes and bus priority at junctions. With an estimated cost of €28 million, this project is primarily funded by the Department of Housing, Local Government and Heritage, along with contributions from the National Transport Authority and Limerick City and County Council.

  • Stage 1 comprised of the construction of 300 metres of road from R510 into Mungret Gate in 2018 and facilitated the construction of 203 housing units.
  • Stage 2 was granted Part 8 planning permission (application ref. 198011) on 03 March 2020. The road was complete in April 2024.
  • Stage 3 is at preliminary design and it hoped to lodge for planning in 2025.
