In accordance with the Litter Pollution Act 1997, as amended, any sign that is erected on lands without prior permission is considered litter, and will be subject to enforcement action by Limerick City and County Council.
It is the policy of the Council not to allow any temporary signage on public areas, such as along roadways, roundabouts and footpaths. This can include, but is not limited to, advertising products or services, offers or directional signage for businesses. Any such signage found in public areas shall be removed and each individual sign shall be subject to a €150 litter fine, in accordance with the Litter Pollution Act 1997.
Public land can be defined as any part of a public road or street including grass verges, footpaths, hard shoulders, lay-bys, roundabout islands, public car-parks, public right of ways or any location that is deemed by the local authority to be a public area.
Should a business or commercial entity wish to erect a permanent sign to advertise or provide direction to a business, such signage would require planning permission and the business or commercial entity should contact the LCCC Planning Department. Please note this protocol relates to signage erected on public lands. Any signs erected on private land, with the permission of the landowner and visible from the public space such as a road or footpath may have an impact on road safety, on the environment or on the amenity of an area. Please consult with the Planning Section of Limerick City and County Council in advance of erecting any sign.
Signs erected without the permission of the land owner which are visible from a public place will be removed and a fine will be issued under the Litter Pollution Act 9 as amended to the person or business responsible.
Types of Temporary Signage Allowed
Temporary signs can generally be defined as signs constructed of lightweight materials, such as paper, corri-board, timber or light plastic, which will be erected for a maximum of 30 days or less.
Temporary signs/notices promoting one off charity, sporting, cultural, educational, political or community events and meetings may be allowed following an application to Limerick City and County Council. In addition temporary signs promoting funfairs, circus or carnivals can be issued.
The following will be considered in giving permission for temporary signage;
- Road Safety for pedestrians, cyclists and motorists.
- Relevant provision of Limerick Development Plan and Local area plans
- Environmental and visual amenity, including proximity to protected structures
- Timely erection and removal of signage & cable ties.
- Residents and other businesses in the area.
Please note that Posters promoting commercial events or products (other than those set out above) are prohibited.
Permission to Erect a Temporary Sign
Permission to erect a temporary sign/poster/notice on Limerick City and County Council property can be obtained from the Environment and Climate Action Section of Limerick City and County Council. Applications should be made a minimum of two weeks in advance of the proposed erection of the signs.
To apply to erect a temporary sign please contact LCCC Customer Services 061 556000 and your query will be responded to by the Litter Enforcement team. There is no fee attached to the permission to erect a temporary sign.
Application Requirements
An application for the erection of a temporary sign or notice must include the following information
- Name and address of person/group promoting the Meeting/Event.
- Contact details of the person responsible for erecting and removing the signs including title and position within the group/Organisation,
- Name/ Address/ Mobile No/ email address.
- Date & location of the event.Date on which signs will be erected and removed.
- Copy of the poster/notice
- Location as to where the signs will be displayed, (Street/ Road names where possible)
- Quantity of signs for which permission is sought.
- Confirmation that the required Health & Safety measures will be taken in erecting the signs.
Conditions
- Signs should not be erected more than 14 days prior to an event and should be removed no later than seven days after the event.
- The maximum size of a temporary sign must be 900mm x 600mm
- Signs must not be placed on roundabouts, near junctions or anywhere that would obscure statutory road signage, traffic or pedestrians signals
- All signs should be made of cardboard composites of other durable recyclable materials.
- All signs must be put up at a minimum height of 2.3 metres and a maximum height of 4.5 metres above footpaths or cycle paths.
- Signs must be securely fixed at their location.

Where a sign is not removed within 7 days after the date of the event, the sign will be removed by Limerick City and County and an on the spot fine will be issued in accordance the Litter Pollution act.
Signs erected without permission, which are considered road traffic hazard, which negatively impact on the amenity or the environment of an area or which impact the rights of other residents or businesses in an area will be removed and an on the spot fine will be issued in accordance the Litter Pollution Act.
